All State Commanders and Quartermasters Awards Program 2011-2012

    

     The Department of Pacific Areas will continue to reward those Commanders and Quartermasters who excel within the Department. The All-State Selections Board will consider the selection of three (3) District Commanders, Six (6) Post Commanders and six (6) Quartermasters.  The All-State District Commanders, Post Commanders and Post Quartermasters for the Department of Pacific Areas will be chosen prior to the Department Convention. The panel of judges comprise of the Department Membership Chairman, the Department Programs Chairman and the Department Quartermaster. Judging will take place on 16 April 2012 to select the All-State Team members and make the recommendations to the Department Commander for final approval. This program is completely unrelated to National’s All-American Department, District and Post Commanders program.  The Division system will allow Posts to compete on a level playing field with other Posts of similar size for the All State Awards.  Awardees earning a paid trip to the CofA or Convention, must attend all business sessions and the installation banquet on the final evening of the Convention.

 

Selection

   

     Selection will be based on criteria listed under each of the three categories and membership percentages; which must be achieved by the end of March 2012, as computed from the information received by the Department Quartermaster from National Headquarters.  

 

All-State District Commander - (Three District Commanders may be selected)

 

  • The District and Post Quartermasters must be bonded in accordance with the National By-Laws.  If the District or any of the Post Quartermasters are not bonded, the District will not be considered for All State status. 
  • All Posts must have successfully passed the current Department inspection.  If a Post within the District does not pass the Department Inspection, the District will not be considered for All State status.
  • The District and all the Posts within the District must have an appointed Service Officer. 
  • The District must be 100% plus five (5) in membership by end of March 2012 as posted in National MEMSTATS. 
  • All Posts and the District must have submitted all quarterly audits, to include December 2011 to the Department Quartermaster.  If any quarterly audits have not been submitted, the District will not be considered for All State status.
  • The District must have conducted at least one (1) Course of Instruction for Post and District Officers.  The Course of Instruction or Lesson Plan with content must be submitted to the Department Programs Chairman for judging.  If a Lesson Plan is not submitted, the District will not be qualified for All State status.
  • All Posts must be current in monthly Department community service reports (CSR) input.  Every Post in the District must have at least one CSR each month (July – April).  Additional points will be awarded if all posts have submitted reports in all four categories.  
  • Participate in the EMT, Fire Fighter and Law Enforcement recognition programs.  (Reminder: Anyone can submit the nomination.)If unable to participate in any of the three listed contests, the District Commander must submit a letter to the DPA Program Chairman (DPA SVC) explaining the deficiency and request a waiver.
  • Participate in the VOD, Patriot Pen and submitted Teacher’s Award (for all three levels)(Reminder: Anyone can submit the nomination for teacher). If unable to participate then the District Commander must submit a letter to Department VOD Chairman explaining the lack of participation and requesting a waiver.
  • All Posts must participate in the Buddy Poppy program by purchasing a minimum 500 Buddy Poppies.  Posts purchasing additional Buddy Poppies will receive additional credit.
  • District must donate to National Military Services Program and report that donation to the National Military Service Chairman.  If the chairman is not notified of the donation, credit will not be given for this requirement.
  • District must donate to the National Home and report that donation to the National Home Chairman.  If the chairman is not notified of the donation, credit will not be given for this requirement.

 

All-State Post Commander (Six Post Commanders may be selected)

 

  • Post must be 100% plus one (1) in membership by end of March 2012 as posted in National MEMSTATS.  Posts not meeting this membership requirement will not be considered for All State status.
  • Post Quartermaster must be bonded.  Posts without a Quartermaster Bond will not be considered for All State status.
  • Post must have successfully completed Department inspection.  Posts not completing or passing the Department Post inspection will not be considered for All State status.
  • Must have appointed a Service Officer.  Posts without an appointed Service Officer will not be considered for All State.
  • Post must have all quarterly QM Audit reports through December 2011 on file with the Department Quartermaster.  Posts not having all QM Audit reports on file with the QM will not be considered for All State status. 
  • Post must be current in the Department program reporting of community activities with a monthly input in all four (Meetings, Patriotism, Youth, Safety) categories beginning July through April.  Posts not having a CSR in all four areas each month will not be considered for All State status.  
  • Post participation in the VOD, Patriot Pen and submitted Teacher’s Award (for all three levels)(Reminder: Anyone can submit the nomination for teacher). If unable to participate in any program, the District Commander must submit a letter explaining the lack of participation, in any or all of the areas, requesting a waiver to the Department VOD Chairman.  If the Post has a DOD or International school in their area, they must show what efforts were made to promote participation in their own area and participate with another Post, District, or at National level monetarily in all areas.   
  • Post participation in Buddy Poppy program by purchasing 500 Buddy Poppies.  If Buddy Poppies are not purchased, the Post will not be considered for All State status.  The Post must also report their purchases to the Department Buddy Poppy Chairman.  Posts purchasing additional Buddy Poppies will receive additional credit.  The Post must report their Buddy Poppy purchase to the Buddy Poppy Chairman.
  • Post donation to Military Services program.  The Post must also report their donation (date and amount) to the Military Services Program. 
  • Post donation to National Home.  The Post must also report their donation (date and amount) to the National Home Chairman.
  • Post participation in the following activities:

 

  1. Nominate an individual for the Fire-fighter Award Program.
  2. Nominate an individual for Law Enforcement Award Program.
  3. Nominate an individual for the EMT Award Program.

(If unable to participate in any, the District Commander must submit a letter explaining the reasons for lack of participation requesting a waiver to Department SVC.)

 

 All-State Quartermaster (Six Quartermasters may be selected)

 

  • Post must be 100% plus one (1)in membership by end of March 2012 as posted in National MEMSTATS.
  • Quartermaster must be bonded.
  • Must have all quarterly QM audits on file as of December 2011 with Department Quartermaster.
  • Must have passed all required items for the QM on the annual Post inspection.
  • Posts must have participated in Buddy Poppy program by purchasing 500 Buddy Poppies.  The Post must also report their purchases to the Department Buddy Poppy Chairman.  Posts purchasing additional Buddy Poppies will receive additional credit.

 

Judging

 

Districts/Posts must meet the minimum criteria as stated above by the end of March 2012 to be considered for All-State. Judges will consider a bonus point system for qualified Districts/Posts as following:

  •   1 bonus point for every 5 percentage points above 100%
  •   1 bonus point for each new Life member recruited
  •   1 bonus point for every 10 continuous member renewed
  •   1bonus point for every 10 reinstated member
  •   3 bonus point for each Bronze Legacy Life Member recruited
  •   4 bonus points for each Silver Legacy Life Member recruited
  •   5bonus points for each Gold Legacy Life Member recruited
  •   3 bonus point for any existing Legacy Life Member for each upgrade

               

There are Six (6) divisions within DPA based on Post membership at the end of 30 June 2010 MEMSTATS.

·         Division I will contain Posts with 100, or less members.

·         Division II will contain Posts with between 101-200 members.

·         Division III will contain Posts with between 201-300 members.

·         Division IV will contain Posts with between 301-400 members.

·         Division V will contain Posts with 401-700 members.

·         Division VI will contain Posts with 701+ members.

 

Awards

  • District Commanders: All-State Caps and Awards/Installation banquet tickets paid by DPA for winner and a guest.  Post Commanders and Quartermasters:  Airfare paid to and from convention from home District. Receive All-State Caps and Awards/Installation banquet tickets paid by DPA for winner and one guest.
