The Trustees of the John Randall Memorial Trust Fund (JRMTF) met
for the first time on
6/19/03 at the Royal Twins Palace Hotel at Pattaya Beach, Thailand. The
Trustees present were Dick Vileo, Don Webster, Jerry Kraus, Emory
Russell, John Johnson & Bob Henault.
Don Webster explained the purpose & organization of the Trust
Agreement which provides for election of the Trustees & explained that
since he was the Grand Quartermaster he automatically became treasurer
of the Fund. Emory Russell was elected Chairman, Dick Vileo, Vice
Chairman & Jerry Kraus appointed as Secretary.
Webster reported that the Fund had approximately $3,800 in the
checking account & $15,000 in a guaranteed return stock account & that
the Fund had been audited by the Grand auditors. Grants for 2002-03
totaled 13 at $200 each. Administrative costs do not exceed more than
$200 per year & Treasurer Webster was given authorization to expend up
to $200 per year to include the cost of bonding. Bond is currently in
force in the amount of $42,000 at a cost of $42.00 – current bond will
expire in November of 2004. It was agreed that Chairman Russell &
Secretary Kraus should be added as signatories on the Funds Financial
accounts.
Nine Grant Applicants were received, considered & approved for
2003-04. Since the cost of attending college in the States is generally
more expensive Grants in the amount of $250 each for the six attending
school in the states & $200 each for the three attending school overseas
was approved. Webster volunteered to finish up administering this years
paperwork since he had already been corresponding with the applicants.
Next year, however, each Trustee is expected to collect applications &
applicable paperwork & present to the committee at next years DPA
Convention.
Treasurer Webster reported that all generated funds now come from
donations & that donations will not be enough to keep the fund solvent.
He will be looking at other ways to generate more funds. Chairman
Russell inquired about giving donors certificates/plaques & agreed to
prepare Letters of Appreciation to identified donors & present them to
the donors at the next Council of Administration meeting. Treasurer
Webster agreed to put articles outlining the new program in the Rim of
Fire & the Pacific Typhoon.
Trustees agreed that the Treasurer is authorized to destroy all non
current files including applications and correspondence of no historical
value but will retain hard copies of all approved audit reports and
computer discs of such financial records as may be required. In addition
he will maintain a master list of all grants awarded since inception of
the John Randall Memorial Trust Fund.
The next
scheduled meeting of the Trustees will be during the period of the next
DPA Convention/Grand Scratch to be held during the month of June, 2004,
at Saipan. A special meeting may be called by the Chairman at the Grand mid
term Council meeting in December 2003.
