MILITARY ORDER OF THE COOTIE

FERTILE HUNTING GROUNDS OF JAPAN

GRAND PUP TENT OF JAPAN (PROVISIONAL)

 

GRAND PUP TENT BY-LAWS

 

PREAMBLE

 

      We, the members of the Military Order of the Cootie, Honey Bucket Special Pup Tent #1, Torii Geisha Pup Tent #2, Butterfliers Pup Tent #3, and Binjio Hanchios Pup Tent #4, having united to established a permanent organization to be known as the Grand Pup Tent of Japan (Provisional), and having been duly instituted under proper authority granted by Supreme Headquarters, Military Order of the Cootie, said institution and installation of officers (shavetails) having taken place on 5 July 1963, do hereby make and constitute the following as the Grand By-Laws of the said Grand Pup Tent of Japan (Provisional). Upon approval from Supreme Headquarters, Military Order of the Cootie, the Grand Pup Tent of Japan (Provisional) shall be upgraded to the Grand Pup Tent of Japan.

 

      The above mentioned Local Pup Tents shall constitute the Grand Pup Tent of Japan (Provisional), and any and all future Local Pup Tents established within the Fertile Hunting Grounds of Japan shall automatically become part of the Grand Pup Tent of Japan (Provisional).

 

BY-LAWS

 

1.      The Grand Pup Tent of Japan (Provisional) shall be governed by a Grand Scratch subordinated to the Supreme Scratch, Military Order of the Cootie.

 

2.      The Grand Scratch shall consist of:

 a.       The Supreme Commander, Military Order of the Cootie, provided that he is a resident of the Grand Pup Tent of Japan (Provisional) and is in good standing in his Local Pup Tent.

 b.      The Grand Commander, and all Past Grand Commanders who have served a full term or who, having been elected to fill a vacancy, shall have served to the end of the term, so long as they remain in good standing in their respective Local Pup Tent (except in case the Grand Council of Administration shall provide for a lesser number of Past Grand Commanders within these Brand By-Laws).

 c.       All elective officers (shavetails) of the Grand Pup Tent of Japan (Provisional), and the Grand Adjutant (Hungry Cootie), Grand Chief of Staff, Grand Inspector, Grand Master of Ceremonies (Shirt Reader), Grand Officer of the Day (Provost Marshall), Grand Officer of the Guard (Jimmy Legs), and the Grand Hospital Chairman, who shall also be entitled to the vote in the Grand Council of Administration.

 d.      All Local Pup Tent Seam Squirrels (Commanders) throughout the jurisdiction of the Grand Pup Tent of Japan (Provisional).  In the absence of the Seam Squirrel (Commander), the Local Pup Tent Blanket Bum (Senior Vice Commander) or the Hide Gimlet (Junior Vice Commander), or the Local Pup Tent Past Seam Squirrel (Past Commander), may represent the Local Pup Tent. All Local Pup Tent Past Seam Squirrels (Past Commanders) in good standing in their respective Local Pup Tents shall also be members of the Grand Scratch.

 e.       Delegates to be elected by the Local Pup Tents. In Grand Pup Tents where districts or Areas have been established, the District or Area Commanders (Seam Squirrels) shall be members of the Grand Scratch by virtue of their office, and the election of the five (5) Grand Council of Administration members hereinafter provided shall not apply.

 

3.      Meetings of the Grand Scratch:

 a.       There shall be a meeting of the Grand Pup Tent of Japan (Provisional) held at the same time and place as that of the Far East District (Provisional) Convention of the Veterans of Foreign Wars, this same being the District (Provisional) within whose jurisdiction the Grand Pup Tent of Japan (Provisional) exists, but the Grand Council of Administration may call additional meetings if it so desires.

 b.      As an alternative, the mandatory Grand Scratch may be eliminated entirely, and the election of Grand officers (shavetails), business, and public carnival may be held at a time and date other that the Far East District (Provisional) Convention of the Veterans of Foreign Wars as may be selected by the Grand Council of Administration, and such dates may be approved by the District Commander.

 c.       The Grand Pup Tent of Japan (Provisional) shall hold an entertainment feature in connection with its stated meeting in the nature of a public carnival or Mardi Gras to be know as the “Grand Finis le Guerre”.

 

4.      Eligibility to office:  All active Third Degree members of the Military Order of the Cootie in good standing shall be eligible to any office in the Grand Pup Tent of Japan (Provisional), provided, however, that no member shall hold two (2) or more elective Grand Pup Tent of Japan (Provisional) offices at the same time. A Grand Pup Tent of Japan (Provisional) officer (shavetail) elected or appointed and installed in office shall continue to hold office for the period for which elected, or if appointed, during the pleasure of the appointive power provided he remains in good standing in the Local Pup Tent of which he is a member.

 

5.      Officers (Shavetails):

 a.       The officers (shavetails) of the Grand Pup Tent of Japan (Provisional) shall consist of the same officers (shavetails) as compose the Local Pup Tent with the addition of a Grand Chief of Staff, Grand Deputy Chiefs of Staff, Grand Inspector, Grand Deputy Inspectors, Grand Judge Advocate (Shyster), Grand VAVSR, and Grand Aides-de-Camp. All officers (shavetails) shall prefix the word “GRAND” to their title.

 b.      Elective:  Elective officers (shavetails) of the Grand Pup Tent of Japan (Provisional) shall be a Grand Commander, Grand Senior Vice Commander (Blanket Bum), Grand Junior Vice Commander (Hide Gimlet), Grand Quartermaster (Custodian of the Crummy Duffle Bag), Grand Judge Advocate (Shyster), Grand Surgeon (Pill Pusher), Grand Chaplain (Sky Pilot), Grand Historian (Keeper of the Crummy Records), and Grand Council of Administration members as provided for in paragraph 5d below.

 c.       Appointive:  Appointive officers (shavetails) of the Grand Pup Tent of Japan (Provisional) shall be a Grand Adjutant (Hungry Cootie), Grand Chief of Staff, Grand Deputy Chiefs of Staff, Grand Inspector, Grand Deputy Inspectors, Grand Master of Ceremonies (Shirt Reader), Grand Officer of the Day (Provost Marshal), Grand Officer of the Guard (Jimmy Legs), Grand Hospital Chairman, Grand VFW Booster Chairman, Grand VAVSR, and Grand Aides-de-Camp.

 d.      Grand Council of Administration:  The Grand Council of Administration shall consist of the Grand Commander, all Past Grand Commanders in good standing, Grand Senior Vice Commander (Blanket Bum), Grand Junior Vice Commander (Hide Gimlet), Grand Adjutant (Hungry Cootie), Grand Quartermaster (Custodian of the Crummy Duffle Bag), Grand Judge Advocate (Shyster), Grand Chief of Staff, Grand Inspector, Grand Master of Ceremonies (Shirt Reader), Grand Surgeon (Pill Pusher), Grand Chaplain (Sky Pilot), Grand Historian (Keeper of the Crummy Records), Grand Officer of the Day (Provost Marshal), Grand Officer of the Guard (Jimmy Legs), Grand Hospital Chairman, Grand VAVSR, and not more than five (5) nor less than (5) additional Grand Council of Administration members. The additional Grand Council of Administration members, not more than five (5) nor less than five (5), shall be elected annually by the members of the Grand Scratch present.

 e.       Paragraph 5d above concerning the additional five (5) Grand Council of Administration members shall apply only if the Grand Pup Tent of Japan (Provisional) does not have Districts.

 

6.      Election of officers (shavetails):

 a.       The Grand Commander, Grand Senior Vice Commander (Blanket Bum), Grand Junior Vice Commander (Hide Gimlet), Grand Quartermaster (Custodian of the Crummy Duffle Bag), Grand Judge Advocate (Shyster), Grand Surgeon (Pill Pusher), Grand Chaplain (Sky Pilot), Grand Historian (Keeper of the Crummy Records), and such other members of the Grand Council of Administration necessary to fill vacancies, shall be elected by roll call or ballot at the annual Grand Scratch of the Grand Pup Tent of Japan (Provisional) each year.

 b.      In the case of a ballot for officers (shavetails), a majority of all votes cast shall be necessary to a choice. If there is no election on the first two (2) ballots, the name of the Cootie receiving the lowest number of votes shall be dropped, and so on in successive ballots until an election is made.

 

7.      Term of office:  Officers (shavetails) elected shall be installed before the adjournment of the Grand Scratch at which they are elected and immediately enter upon their duties and shall hold office until their successors are duly installed.

 

8.      Duties of the Grand Commander:

 a.       The Grand Commander shall immediately after entering office appoint a Grand Adjutant (Hungry Cootie), Grand Chief of Staff, Grand Inspector, Grand Master of Ceremonies (Shirt Reader), and all other officers (shavetails) and committees not otherwise provided for, and may remove these officers (shavetails) at his pleasure. He shall preside at all meetings of the Grand Pup Tent of Japan (Provisional) and the Grand Council of Administration and shall enforce strict observance of its rules and usages and shall see that all orders from Supreme Headquarters, Military Order of the Cootie, are properly published and obeyed. He shall approve all warrants drawn up the Grand Quartermaster (Custodian of the Crummy Duffle Bag) before the same shall be paid, shall countersign all checks, and shall 0perform such other duties as his office may require of him.

 b.      He shall decide all questions of law and usage in the Grand Pup Tent of Japan (Provisional) subject to an appeal to the Supreme Commander, Military Order of the Cootie.

 c.       He shall see that all Per Capita Tax and other monies due the Supreme Pup Tent, Military Order of the Cootie, and received by the Grand Pup Tent of Japan (Provisional) are forwarded promptly, together with reports and/or returns pertaining thereto.

 d.      He shall perform all other duties required of him by the Grand Scratch, the Grand Council of Administration, the Grand By-Laws of the Grand Pup Tent of Japan (Provisional), the Supreme Scratch, Military Order of the Cootie, the Supreme Council of Administration, Military Order of the Cootie, the Supreme By-Laws of the Supreme Pup Tent, Military Order of the Cootie, or the Supreme Commander, Military Order of the Cootie.

 

9.      Duties of the Grand Senior Vice Commander (Blanket Bum) and Grand Junior Vice Commander (Hide Gimlet):  The Grand Senior Vice Commander (Blanket Bum) and Grand Junior Vice Commander (Hide Gimlet) shall assist the Grand Commander by advice and otherwise and in his absence or disability shall discharge the duties of the office according to their seniority.

 

10.  Duties of the Grand Adjutant (Hungry Cootie):

 a.       Correspondence:  The Grand Adjutant (Hungry Cootie) shall be the official correspondence officer (shavetail) for the Grand Pup Tent of Japan (Provisional) and shall attest all official communications and reports with his signature and the Seal of the Grand Pup Tent of Japan (Provisional).

 b.      General Orders and Memorandums:  By order and direction of the Grand Commander, The Grand Council of Administration, or the Grand Scratch, he shall issue all General Orders and Memorandums and forward same as directed.

 c.       Expenditure Vouchers:  He shall prepare on forms as prescribed by Supreme Headquarters, Military Order of the Cootie, in duplicate, all vouchers authorizing the expenditure of Grand Pup Tent of Japan (Provisional) monies. Such vouchers shall be numbered in sequence and plainly set forth the name and address to who the money is to be paid, and shall be itemized in detail what the expenditure is for, and shall be approved by the Grand Commander, and the original voucher shall be forwarded to the Grand Quartermaster (Custodian of the Crummy Duffle Bag) for payment.

 d.      Records:  He shall maintain, on forms prescribed by the Supreme Pup Tent, Military Order of the Cootie, a roster of all Grand Pup Tents, Grand Commanders, Grand Adjutants (Hungry Cooties), Grand Quartermasters (Custodian of the Crummy Duffle Bag), meeting times and places and membership data as taken from the triplicate copies of the consolidated Per Capita Tax reports or other information forwarded to him by the Grand Quartermaster (Custodian of the Crummy Duffle Bag).

 e.       Files:  He shall maintain complete files for the following:

 

(1)    Supreme General Orders.

(2)    Supreme Memorandums.

(3)    Grand Pup Tent of Japan (Provisional) General Orders.

(4)    Grand Pup Tent of Japan (Provisional) Memorandums

(5)    Triplicate copies of Consolidated Per Capita Tax reports.

(6)    Budgets.

(7)    Correspondence.

 f.  Minutes:  He shall take a complete record of the minutes of all meetings of the Grand Council of Administration and the Grand Scratch, preserve and distribute copies as directed. He shall call the roll, or under his supervision, cause the same to be called, at all official meetings, and shall read to the body assembled, or under his supervision, cause the same to be read, all official communications, resolutions, or other information pertinent to the meeting and consistent with the records of the office. 

g.      Reports: He shall, as directed by the Grand Commander, the Grand Council of Administration, or the Grand Scratch, complete and render such reports and data as is consistent with the general duties of his office, and insofar as his records will permit.

 

h.      Transfer of Records: He shall transfer without delay to his successor in office, all books, papers, records, money, and other property of the Grand Pup Tent of Japan (Provisional) in his passion or under his control.

 

i.        Compensation:  He shall receive as compensation for his service such sum as the Grand Council of Administration may, from time to time, determine.

 

11.  Duties of the Grand Quartermaster (Custodian of the Crummy Duffle Bag):

 

a.       Funds:  Receipt and custody of:  He shall receive and properly account for all monies due and payable to the Grand Pup Tent of Japan (Provisional) or the Supreme Pup Tent, Military Order of the Cootie, as the Grand By-Laws of the Grand Pup Tent of Japan (Provisional) or the Supreme By-Laws of the Supreme Pup Tent, Military Order of the Cootie, may provide, and shall give an official receipt, as prescribed by Supreme Headquarters, Military Order of the Cootie, for all monies received by him.  He shall be the official accountable officer (shavetail) of the Grand Pup Tent of Japan (Provisional) and in his care shall be placed all securities, funds, and accountable property of the Grand Pup Tent of Japan (Provisional). He shall be the Treasurer of all Grand Committees.

 

b.      Funds:  Disbursement of:  He shall expend Grand Pup Tent of Japan (Provisional) funds only upon presentation of a proper expenditure voucher, which must be numbered in sequence, designate clearly to whom payment is to be made, itemized in detail as to what the expenditure is for, and approved by the Grand Commander.

 

c.       Checks Countersigned:  All checks for the expenditure of Grand Pup Tent of Japan (Provisional) funds shall be numbered in sequence, the number of each check to correspond with the voucher number authorizing same, and in addition to the signature of the Grand Quartermaster  (Custodian of the Crummy Duffle Bag), shall be signed by the Grand Commander.

 

d.      Reports and Remittance of Per Capita Tax:  He shall, upon receipt of the transmittal forms and Per Capita Tax payments, properly audit same and observe that the necessary and correct data be shown thereon. In every instance, the correct amount of Supreme Per Capita Tax must be credited to the Supreme Per Capita Tax fund, remitted at least monthly to Supreme Headquarters, Military Order of the Cootie, and all discrepancies in the total remittance must be carried by the Grand Pup Tent of Japan (Provisional) funds. The Supreme Per Capita Tax and all monies belonging to the Supreme Pup Tent, Military Order of the Cootie, shall, as received by the Grand Quartermaster (Custodian of the Crummy Duffle Bag), be placed in a separate fund and in no instance shall it be expended or used for any other purpose than its proper remittance to the Supreme Quartermaster, Military Order of the Cootie.

 

e.       Reports, Annual and Miscellaneous:  The Grand Quartermaster (Custodian of the Crummy Duffle Bag) shall as of the last day of the month preceding each annual Grand Scratch, prepare a complete financial report in detail, of the Grand Pup Tent of Japan (Provisional) since the preceding annual report, a membership report, and such other reports as the Grand Commander, the Grand Council of Administration, or the Grand Scratch, may direct. He shall prepare for the Grand Scratch a list showing the Local Pup Tents in good standing and the number of delegates to which each Local Pup Tent is entitled.

 

f.       Records and Files:  The Grand Quartermaster (Custodian of the Crummy Duffle Bag) shall maintain in an efficient manner and in detail, such records and files as are prescribed by the Supreme pup Tent, Military Order of the Cootie, in the grand uniform system of records and accounts, and such other records and files as he may be required to maintain. He shall acquire and maintain an accurate roster of the membership of the Grand Pup Tent of Japan (Provisional).

 

g.      Bond:  He shall give good and sufficient security to be approved by the Grand Council of Administration, for the faithful discharge of his duties, the cost of which shall be paid from Grand Pup Tent of Japan (Provisional) funds.

 

h.      Transfer of Records:  He shall transfer to his successor in office, without delay, all books, papers, and other property of the Grand Pup Tent of Japan (Provisional) in his possession or under his control.

 

i.        Transfer of Funds:  He shall transfer to his successor in office, without delay, all monies of the Grand Pup Tent of Japan (Provisional) in his possession or under his control.

 

j.        Compensation:  He shall receive as compensation for his service such sum as the Grand Council of Administration may, from time to time, determine.

 

12.  Duties of the Grand Chief of Staff:

 

a.       The Grand Chief of Staff shall have charge of the organization work within the jurisdiction of the Grand Pup Tent of Japan (Provisional). Grand Deputy Chiefs of Staff shall be nominated by him to the Grand Commander to assist him in this work.

 

b.      The Grand Deputy Chiefs of Staff shall assist the Grand Chief of Staff to carry out the duties of his office and the provisions of the Grand By-Laws and instructions or orders from the Grand Pup Tent of Japan (Provisional) and the provisions of the Supreme By-Laws and instructions or orders from Supreme Headquarters, Military Order of the Cootie.

 

13.  Duties of the Grand Inspector:

 

a.       The Grand Inspector shall have charge of and supervise the work of instruction and inspection in the Grand Pup Tent of Japan (Provisional) and shall require the inspection of all Local Pup Tents within the Grand Pup Tent of Japan (Provisional).

 

b.      He shall re2uire that all books and records of each Local Pup Tent be inspected at least once during his term.

 

c.       He shall require that the Supreme By-Laws of the Supreme Pup Tent, Military Order of the Cootie, the Grand By-Laws of the Grand Pup Tent of Japan (Provisional), an the Pup Tent By-Laws of the Local Pup Tents be enforced.

 

d.      He shall require that the opening and closing of Scratches, the order of business, and rules of order be followed, and the initiation of Atoms and other ceremonies be conducted as prescribed by the Supreme Ritual of the Military Order of the Cootie.

 

e.       He shall report on the decorum of all Local Pup Tent meetings.

 

f.       He shall make a report in detail as to the Local Pup Tent finances, records, and property at the time of inspection.

 

g.      He shall appoint, with the approval of the Grand Commander, Grand Deputy Inspectors. The Grand Deputy Inspectors shall be qualified for the work which their office requires.

 

h.      He shall perform such other duties incident to his office as may be required of him by the Supreme Inspector, Military Order of the Cootie, the Grand Commander, or the Supreme By-Laws of the Military Order of the Cootie, or the Grand By-Laws of the Grand Pup Tent of Japan (Provisional.

 

i.        The Grand Deputy Inspectors shall assist the Grand Inspector to carry out the duties of his office and the provisions of the Supreme By-Laws and instructions or orders from Supreme Headquarters, Military Order of the Cootie, or the Grand By-Laws and instructions or orders from the Grand Pup Tent of Japan (Provisional).

 

14.  Duties of the Grand Judge Advocate (Shyster):  The Grand Judge Advocate shall give the Grand Commander, the Grand Council of Administration, and the Grand Scratch such legal assistance, incident to his office, as they may request, and perform such other duties as the Supreme By-Laws of the Military Order of the Cootie or the Grand By-Laws of the Grand Pup Tent of Japan (Provisional) may require.

 

15.  Duties of the Grand Surgeon (Pill Pusher):  The Grand Surgeon shall perform similar duties as those laid down for the Local Pup Tent Pill Pusher (Surgeon:.

 

16.  Duties of the Grand Master of Ceremonies (Shirt Reader):  The Grand Master of Ceremonies shall have charge of the entertainment features of the Grand Pup Tent of Japan (Provisional) and shall make such nominations for assignments as he may deem necessary to the Grand Commander. He shall nominate the Grand Officer of the Guard (Jimmy Legs) to the Grand Commander for appointment.

 

17.  Duties of the Grand Historian (Keeper of the Crummy Records):  The Grand Historian shall keep a record of all important dates and happenings and act as the publicity officer (shavetail) for the Grand Pup Tent of Japan (Provisional).

 

18.  Duties of the Grand VFW Booster Chairman:  The Grand VFW Booster Chairman shall supervise and tabulate the activity of the VFW recruiting as reported by the Local Pup Tents within the Grand Pup Tent of Japan (Provisional) and promptly report said activity as directed by the Supreme VFW Booster Program of the Military Order of the Cootie.

 

19.  Duties of the Grand Officer of the Day (Provost Marshal):  The Grand Officer of the Day shall keep decorum at all Grand Scratches and Grand Council of Administration meetings. He shall properly present and introduce all distinguished guests. He shall, at the close of the meeting, see that all Grand Pup Tent of Japan (Provisional) property under his control is properly and safely taken care of. He shall to the best of his ability carry out the orders of the Grand Commander and the Grand Pup Tent of Japan (Provisional) and perform such other duties incident to his office as the Supreme By-Laws of the Military Order of the Cootie, The Supreme Ritual of the Military Order of the Cootie, and the Grand By-Laws of the Grand Pup Tent of Japan (Provisional) May provide, and always conduct himself in a dignified and military manner.

 

20.  Duties of the Grand Officer of the Guard (Jimmy Legs):  The Grand Officer of the Guard shall perform such duties as may be required of him by the Grand Commander.

 

21.  Duties of the Grand Hospital Chairman:

 

a.       The Grand Hospital Chairman shall supply all Local Pup Tents with blank forms, sending a new set upon receipt of each completed report.

 

b.      He shall mail directly to the Supreme Hospital Commission, Military Order of the Cootie, and directly to the Supreme District Commissioner, Military Order of the Cootie, monthly, their copies of the hospital report forms submitted by Local Pup Tent Hospital Chairman.

 

c.       He shall once a month compile a complete report of activity of the Grand Pup Tent of Japan (Provisional) and shall submit same to the Grand Pup Tent of Japan (Provisional) for mimeographing and distribution with the Grand Pup Tent of Japan (Provisional) General Orders. He shall mail a copy of this monthly report to the Supreme Hospital Commission, Military Order of the Cootie, and to the Su0preme District Commissioner, Military Order of the Cootie.

 

d.      He shall promote hospital activity within the Grand Pup Tent of Japan (Provisional).

 

e.       He shall have the authority and duty to investigate all hospital reports submitted to him for approval and submission to the Supreme District Commissioner, Military Order of the Cootie. His duty to investigate, shall include, if necessary, the right to request a verbal or written verification from the Special Service Officer or duly authorized representative of any hospital or installation or institution where the reported hospital visitations were alleged to have been made.

 

22.  Duties of the Grand Aides-de-Camp:  The Grand Aides-de-Camp shall perform such duties as may be required of them by the Grand Commander and the Grand Chief of Staff.

 

23.  Duties of the Grand Council of Administration:

 

a.       Working Interests:  The Grand Council of Administration shall have charge of the working interests of the Grand Pup Tent of Japan (Provisional) between sessions of the Grand Scratch.

 

b.      Audits and Accounts:  The Grand Council of Administration shall have the power to audit the books of the various Grand officers (shavetails) and shall require that the records and accounts of the Grand Adjutant (Hungry Cootie) and the Grand Quartermaster (Custodian of the Crummy Duffle Bag) be audited annually.

 

c.       Salaries:  The Grand Council of Administration shall have the power to fix all salaries.

 

d.      Meetings, Time and Place:  The Grand Council of Administration shall meet in session not less than twice a year and at such other times as directed by the Grand Commander or as the Grand Council of Administration or the Grand By-Laws of the Grand Pup Tent of Japan (Provisional may provide. The place of meeting shall be at the direction of the Grand Commander unless otherwise specified by the Grand Council of Administration.

 

e.       Proceedings:  The Grand Council of Administration shall keep a full and detailed record of its proceedings and present same for consideration of the Grand Scratch.

 

f.       Voting:  Each member of the Grand Council of Administration present at a meeting shall be entitled to one (1) vote and voting by proxy shall not be allowed.

 

g.      Quorum:  A majority of the Grand Council of Administration present shall constitute a quorum for the transaction of business; provided, however, that there shall be at least seven (7) members present.

 

24.  Vacancies:  All vacancies in elective offices shall be filled by the Grand Council of Administration; provided, however, that in case of the vacancy of the Grand Commander, the Grand Senior Vice Commander (Blanket Bum) shall assume the duties of that office and the Grand Junior Vice Commander (Hide Gimlet) shall assume the duties of the office of the Grand Senior Vice Commander (Blanket Bum). The Grand council of administration shall convene to elect a Grand Junior Vice Commander (Hide Gimlet).

 

25.  Voting:  Each member present at a meeting of the Grand Scratch shall be entitled to one (1) vote of any delegate absent and not represented by an alternate may be cast by the delegates of the Local Pup Tent or in the absence of a delegate by the Local Pup Tent Seam Squirrel (Commander), or in his absence by the Blanket Bum (Senior Vice Commander) of such Local Pup Tent, or in his absence by the Hide Gimlet (Junior Vice Commander) of such Local Pup Tent.  No individual, however, shall have more than one (1) vote. Ayes and noes may be required by three (3) members representing three (3) different Local Pup Tents.

 

26.  By-Laws:  These Grand By-Laws for the government of the Grand Pup Tent of Japan (Provisional) shall be submitted in duplicate to the Supreme Judge Advocate, Military Order of the Cootie, to be scrutinized as to their adherence to the Supreme By-Laws, Military Order of the Cootie, signed and forwarded to the Supreme Commander, Military Order of the Cootie, for his signature, to the Supreme Adjutant, Military Order of the Cootie, to be attested, sealed, and distributed, one (1) copy to the Grand Pup Tent of Japan (Provisional) (Original), and one (1) copy to Supreme Headquarters, Military Order of the Cootie.

 

27.  Per Capita Tax:  The Grand Pup Tent of Japan (Provisional) shall assess a Grand Per Capita Tax of one dollar and twenty-five cents ($1.25) on each member in good standing under its jurisdiction, beginning in 1964. This Grand Per Capita Tax is in addition to the admission fee of fifty cents ($.50) required by Section 108, Supreme By-Laws, Military Order of the Cootie.

 

28.   Calendar Quarters:  The word quarter as used in these Grand By-Laws of the Grand Pup Tent of Japan (Provisional) shall designate the following periods of time of each calendar year:

 

a.       First Quarter:  January 1st to March 31st, inclusive.

b.      Second Quarter:  April 1st to June 30th, inclusive.

c.       Third Quarter:  July 1st to September 30th, inclusive.

d.      Fourth Quarter:  October 1st to December 31st, inclusive.

 

29.  Arrearage:  A Local Pup Tent in arrears for returns, reports, Per Capita Tax payments, or other financial obligations shall be deprived of all representation at the Grand Scratch until same are paid to the proper authority.

 

30.  Revocation or Suspension of Charter:

 

a.       The Grand Council of Administration at its annual session, or the Grand Commander, with the consent of the Grand Council of Administration, may at any time, recommend to Supreme Headquarters, Military Order of the Cootie, that the Charter of a Local Pup Tent, which for one-half (1/2) of one (1) year has failed to forward the reports or dues, or monies properly payable to the Grand Pup Tent of Japan (Provisional) be revoked.

 

b.      The Grand Commander my request the Supreme Commander, Military Order of the Cootie, to suspend the Charter of a Local Pup Tent for a period of sixty (60) days for violation of the laws and usages of the organization or refusal to comply with lawful orders of the Grand Scratch or the Grand Council of Administration, and if no appeal is taken in sixty (60 days, the Charter of the Local Pup Tent may be cancelled by the Supreme Commander, Military Order of the Cootie; provided, however, that before the Charter is cancelled,  the Local Pup Tent Seam Squirrel (Commander) in question shall be duly notified of the charges against it and upon written request have a suitable opportunity to appear before the Grand Council of Administration to show cause, if any it may have, why the recommendation for suspension of Charter should not be forwarded to Supreme Headquarters, Military Order of the Cootie, for appropriate action.

 

31.  Amendments:  The Grand By-Laws of the Grand Pup Tent of Japan (Provisional)I may be amended at the annual Grand Scratch, provided that the proposed amendment(s) are presented in writing to the Grand Council of Administration at least sixty (60) days prior to the Grand Scratch. The proposed amendment(s) shall be subject to approval by the Grand Scratch by a 2/3 vote of the members voting

MINUTES OF THE GRAND SCRATCH

 

OPENING

1.      Grand Commander Paul Schumann called the scratch to order at 1410 hours.

2.      Motion seconded and made to hold an open ceremony to permit members of the news media to attend the opening ceremonies.

a.       Grand Judge Advocate Warren advised that this could not be done legally. He then seconded a substitute motion to suspend the regular order of business for a time necessary for the press to do whatever they wished to do at this meeting, that time to be determined by the presiding officer and during that time we will permit members of the press only in addition to Cooties to attend. Motion made by Cootie Lewis, PT#1.

(1).  After some discussion, Cootie McMaster, PT#4 seconded to move the previous question, made by Cootie Lewis, PT#1, voted and carried by more than a 2/3 majority.

Main motion was voted and carried.

3.      After the press completed their activities Grand Commander Schumann requested to be satisfied that all present were entitled to remain.

a.       The presence of Comrade Robert Cooper was questioned.

 Cootie McCaslin, CCDB PT#4:  “Cooper has paid and has been installed as a Cootie, or initiated as a Cootie prior to this Scratch.”

Grand Commander Schumann: “Is he a member of Tachikawa Post?”

Cootie McCaslin: “He is not a member of Tachikawa Post.”

Commander Schumann: “May the chair ask of what Post is he a member?”

Cootie McCaslin: “He is a member of Yokohama Post.”

Commander Schumann: “Has he been voted on by the Post membership as required by Section 103b of our By-Laws and Constitution and certified as such by the Post Commander as being eligible?”

Cootie McCaslin: “He has not.”

Commander Schumann: “The chair will then place the question on the floor as to the eligibility, whether the requirements of eligibility have been satisfied.” “A ruling from the Shyster.”

Grand Judge Advocate Warren, read Section 103b, Supreme By-Laws, then ruled: “That unless his own Post had certified him as a member of the Post for 6 months in good standing and that either one of the following; that he has completed satisfactory service on a major Post Committee, or had satisfactorily performed Post duties, or participated actively as leader of Post function, that this man would not be eligible for membership into the Cooties and that the investigating Committee who failed to call this to the attention of the Pup Tent is question would be subject to discipline such as the Commander, such as the Supreme Commander might determine. Unfortunately why, uh, as I say the member, comrade in question is a good friend of mine, I think that he has met all of the qualifications and it is not his fault that the proper functions were not taken care of in reference to it, but unfortunately this man cannot be a member in good standing of the Cooties under the application of the By-Laws just read.”

Cootie McMaster, PT#4: “Through the chair to the Judge, is the Past Grand Commander’s signature, District Commander’s signature on the Man’s application worth anything?”

Cootie Dupont, PT#1, raised a point of order which was not well taken.

Grand Judge Advocate Warren: “We must comply with our By-Laws. No. 1 we are a

Provisional District, in any even a District Commander’s signature would have nothing to do with a Post activity. Unless he has a certificate signed by the Post Commander and attested to by the Adjutant as you find in the By-Laws….”

Cootie McMaster injected the question about a higher authority overruling a lower one.

Cootie McCaslin as speaker of the delegation from PT#4 advised that the new Cootie to us would withdraw from the Scratch until the matter can be decided.

4.      The Grand Commander being satisfied that all present were crummy conducted the opening ceremonies.

Grand Commander Schumann declared a recess at 1440 hours and returned to order at 1455 hours.

5.      Grand Commander Schumann requested that Cootie Paul E. Newman, Grand Adjutant, National Deputy Chief of Staff of the V.F.W. and past Post Commander of Post 9467, enlightened the Pup Tent on the eligibility of members of Yokohama Post No. 9467 going back several years.

a.       Cootie Newman: “I specifically remember that at a meeting of Yokohama Post No. 9467 that a motion to the effect that as far as the Post is concerned any member of the Post that could meet the qualifications according to the By-Laws of the M.O.C. was welcome to join the M.O.C. as far as the Post was concerned.”

Grand Commander Schumann: “The Shyster will give us a ruling based on the new information.”

Grand Judge Advocate Warren: There being no reason to question the memory of the National Deputy Chief of Staff VFW he ruled: “That the action taken by the Yokohama Post is such that if at this time the Post Commander will sign the necessary certificate and the Post Adjutant will attest the signature, no with reference to attesting to signature as the Post Adjutant is not present or is otherwise incapacitated, I will rule that since he is merely an attesting officer for the purpose of proving that the signature of the Post Commander is the true and genuine signature of the Post Commander, that the National Officer present who knows him and his signature can make the attestation so that the attestation may be made. Now I understand that there are several Cooties involved in this action. This disposes only those from Yokohama. This attestation will go to PT#4 , the accepting is a Pup Tent Matter.”

Grand Commander Schumann ruled: “Based upon the additional information from our Grand Adjutant and our V.F.W. National Deputy Chief of Staff having to do with post approval, and second, being aware of the qualifications of the individuals involved the Post Commander will sign the certification, thereby satisfying the final question as to eligibility. Apologies will be made to the individual or individuals.”

Grand Commander Schumann then inquired of Cootie Betz, Seam Squirrel of PT#4, as to whether Comrade Cooper was a member of PT#4. The answer being affirmative, Grand Commander Schumann ordered that Cootie Cooper be admitted and requested he be given a standing ovation of welcome.

       Grand Adjutant Newman read the minutes from notes of the Old Grand Council of Administration meeting held 22 April 1964.

 

QUARTERMASTER REPORT

 

       Grand Quartermaster Bousman gave a detailed report of receipts and disbursement totaling $962.22 receipts and $489.61 expenditures with a balance of $472.61 distributed as follows:

       Grand Adjutant Newman read a letter from Supreme Commander Finch requesting assistance to Alaska earthquake victims.

        It was announced that PT#1 had donated $20.00

        Cootie Phillips, PT#4 donated to the Grand Scratch $100 in the name of PT#4.

 

COMMITTEE REPORTS

 

1.      Cootie Newman, PT#1, reporting for the Rules Committee referred to the Resolutions Committee a resolution proposing a change in Sections 325 and 326, Supreme By-Laws, that read Grand Scratch Rules as prepared by the Committee. Cootie Newman then seconded the motion that the rules be adopted as read, motion made by Cootie Lewis, PT#1. Motion voted and carried. (Copy of rules Attached).

2.      Cootie Warren, PT#1, seconded a motion that the regular order of business, and that business will be in straight talk and that all foolishness that we normally indulge in be dispensed with until such time as the business is complete and that any person who fails to abide by the dictates of this Scratch, if this is passed, be escorted outside immediately, by the proper authority. Motion made by Cootie Lewis, PT#1 , voted and carried.

OTHER BUSINESS

1.      Grand Commander Schumann announced that the method of voting should be established before we proceed with nominations and election of officers.

Cootie Newman, PT#1, seconded a motion that: “Balloting will be by convention type, will be done by roll call of Pup Tents, Seam Squirrels or senior delegate will announce the votes of the Pup Tent, that is how many votes for each candidate, Grand Officers will cast their vote with their Pup Tent, if any member of the Pup Tent delegation challenges the vote as announced by the Seam Squirrel, he will ask for a poll of the delegation at that time before the results of the entire ballot are announced from the chair.” Motion made by Cootie McCaslin, PT#4 voted and carried.

As no nominee received a majority of the votes cast, a second ballot was taken, the results of which were:

Messewich 12 votes; Snyder 13 votes; Austin 9 votes.

As no nominee received a majority of the votes, a third ballot was taken after dropping the nominee who received the lowest number of votes, as prescribed by Section 406 of the Supreme By-Laws. During the third ballot, McCaslin, PT#4, challenged the vote of that delegation when it was announced, results of polling the delegation were 3 votes for Nessewich, 1 vote for Snyder (Cooties Phillips, Austin, Spafford, Javier, Pagland, Betz, Bevin and McMaster for Nessewich; Cootie McCaslin for Snyder).

Cootie McCaslin then challenged the ballot on the grounds that Nessewich was not a member in good standing of PT#4, that the CCDB has not received his dues and has not issued a membership card to him.  Cootie McMaster, PT#4, stated that the CCDB would no accept the dues, the money is there. Grand Commander asked Cootie Betz, Seam Squirrel, PT#4, “Is Cootie Nessewich certified as a member of PT#4.” Seam Squirrel Betz answered in the affirmative. In the absence of other evidence, Grand Commander Schumann rulled that Cootie Nessewich is a member in good standing of PT#4 until or unless proven otherwise.

Having received 20 of the 34 votes cast, Martin Nessewich, PT#4, was elected Grand Surgeon.

 

Grand Chaplain:  Nominations for the position of Grand Chaplain were declared in order.

                       Cootie Lewis, PT#1, nominated Leonard Hipple, PT#1.

                       Cootie Davis, PT#2, nominated John Barth, PT#2.

                       Cootie McMaster, PT#4, nominated Don Austin, PT#4.

Being no further nominations for the position of Grand Chaplain, a ballot was taken, the results of which were:

CLOSING

 

Upon assuming the chair, Grand Commander Elmer L. Matheke, recognized Cootie Ray Bevin, PT#4, Past Grand Jimmy Legs, Past Seam Squirrel, PT#4, who gave a short farewell speech as he was leaving in a few weeks to the United States and a new assignment. Cootie Bivens was given a standing round of applause. Cootie Bousman, PT#1 seconded the motion to adjourn, motion made by Cootie Lewis, PT#1, voted and carried.

Grand Commander Matheke announced the first Grand Council of Administration meeting will be 1130 hours, 24 April 1964, Room 332, The Tokyo Hilton Hotel. Being no further business Grand Commander Matheke conducted the closing ceremonies and adjourned the Scratch at 1830 hours.

 GRAND SCRATCH RULES

 

1.      The conduct and procedural matters of the Grand Scratch will be in accordance with the provisions of the Grand By-Laws, Supreme By-Laws of the MOC, Demeters Manual of Parliamentary Law and Procedure, and as set forth by these rules.

2.      Members of the Grand Scratch shall be as provided in Section 2, of the Grand By-Laws.

3.      Pup Tent Delegates.  Each Pup Tent shall be entitled to one delegate and one alternate delegate for each ten (10) members, or fraction thereof, in good standing as of 31 March 1964, provided that all are per capita tax and fees have been paid to the Grand Quartermaster. Members for which per capita tax and fees have not been paid prior to registration, cannot be counted in determining the number of delegates a Pup Tent may be entitled to.

4.      Any member in good standing of the Military Order of the Cootie of the U.S. may attend all sessions of the Grand Scratch provided he has been properly registered.

5.      Registration..

a.       All members attending the Grand Scratch must be properly registered with the Registration Committee.

b.      The Registration Committee will insure that a fee of $2.50 is received for each individual registered.

6.      Reports. All Committees shall be prepared to report at the opening of the Grand Scratch and at other times as directed.

7.      Resolutions. All resolutions will be in writing and will be referred to the Resolution Committee without being presented to the body.

8.      Debate. On any one question shall be limited to thirty (30) minutes and no speaker shall talk on any one question for more than five minutes.

9.      Nominating speeches will not exceed five minutes, nor exceed two seconding speeches of two minutes each.

10.  Voting  will be as prescribed in Section 427 Supreme By-Laws. In order for a Pup Tent Commander (Seam Squirrel) or Vice Commander (Blanket Bum or Hide Gimlet) to cast the vote of an absent delegate or delegates, registration fees must be paid.

11.  Order of Business:

a.       Opening Ceremonies and Roll Call.

b.      Honoring individual (May also be done at any time)

c.       Committee Reports:

(1).  Rules

(2).  Registration

(3).   Others

d.      Other business

e.       Nominations, Elections, and Installation of Officers.

f.       Closing Ceremonies.,

12.  These rules may be suspended or amended by a two-thirds (2/3) majority vote of the Grand Scratch.
