The study of history is an ongoing process. History never stops being made and it should never stop being explored and researched. The History of the Grand of the Pacific is no exception, as it should be. Starting with the disclaimer at the beginning of this document, that this History is incomplete and still in the development stage to the last entry which will eventually be added to, the History of the Grand of Pacific is and always will be a never ending process of development and research. There is still much to be done and many blanks to fill in. I wish to thank Past Grand Commander and Historian Jim Malott and Past Grand Commander B.K. Hubbard for their invaluable assistance and prior research.

COOTIE’S COMPLIMENT

I have been lousy, deloused, balled up, held up, bulled-dozed, black-jacked, walked on, sat on, shoved around, cheated, mooched, bummed, squeezed and robbed. Stuck for war tax, income tax, personal property tax, city tax, auto tax, gas tax, dog tax, excess profit tax, per capita tax, poll tax, matrimonial tax, sewer tax and breathing tax; stuck for liberty bonds, baby bonds and bonds of matrimony; asked to help the S.P.C.A., Y.M.C.A., Red Cross, Blue Cross and Woman’s Relief Corps, Green Cross and the double cross. I have worked like hell and have been worked like hell, have been drunk and gotten others drunk, lost all I had and then some; have tried doctors, chiropractors, osteopaths, horse doctors, faith healing and Christian Science and because I won’t spend or lend all of the little I earn and go beg, borrow or steal. I have been cussed and discussed, boycotted, talked to, talked about, lied to and lied about. Held up, hung up, drawn and quartered, robbed and damn near ruined, and the only reason I am sticking around now is to see what in the hell is coming next. That’s why I am a Cootie.

The following is an Invitation to Active Members of the Veterans of Foreign Wars of the United States to affiliate with the Military Order of the Cootie. (Circ. 1965)

From the By-Laws

The Military Order of the Cootie is recognized as a subordinate and auxiliary order to the Veterans of Foreign Wars of the United States. It shall be considered as the “Honor Degree” of the parent organization and shall be governed by and under the control of the National Encampment, the National Council of Administration and the Commander-in-Chief.

Only active members of the Veterans of Foreign Wars of the United States shall be eligible for membership in the Military Order of the Cootie, but such membership shall be continued and conditioned only upon retaining active membership in the V.F.W.

The objects of the organization are to promote social and reunion features among the members of the order and to keep alive therein the spirit of optimism and humor so characteristic of the American serviceman.

“We Pick Our Company”
While the Military Order of the Cootie is desirous of increasing its membership, it is particular as to who may become its members.

By invitation, persons making application for membership in the Military Order of the Cootie shall have done much toward the promotion of a greater V.F.W., through being active members for at least six months to a Veterans of Foreign Wars Post and through completion of satisfactory service on a Post Committee or satisfactory performance of Post duties or participating actively as a leader of Post functions. Certificates of verifications from the applicant’s V.F.W. Post signifying that the applicant meets the qualification must be obtained before an applicant may become a member.

“Closer Than A Brother”
Organized in 1920 at Washington, D.C. a number of V.F.W. members recognized the need for an auxiliary to the parent organization that would bring the membership closer through social activities. This would be a diversion from the serious business that usually took place during a local, state, or national gathering of the V.F.W. Originally classified as the “Fun Degree” this subordinate order to the V.F.W., together with its social functions began to assume some of the obligations of its parent order so that greater stress could be applied by the Veterans of Foreign Wars of the United States of America to its major program.

“Busier Than A Bee”
It was not long before the M.O.C. began their program of activity that brought about its designation as the “Honor Degree” of the V.F.W. The activity began at the V.F.W. National Home at Eaton Rapids, Michigan with the filling of a library with practical books for the children. Later Cootie Field, the athletic playgrounds, was constructed through donations and various fund raising functions sponsored by the local Pup Tents. Each year a Cootie Christmas Party is given under the sponsorship of the Grand Pup Tent of Michigan. This party has grown with the years with each child receiving a personal gift. In recent years a fire truck and station has been presented to the National Home and the youngsters given specific instructions in combating fire.

Hospital Visitation Program
With the outbreak of World War II the M.O.C. visualized the need for hospital visitations and the presentation of entertainment for hospitalized veterans. A program of “Keep ‘Em Smiling in Beds of White” was inaugurated and soon trained personnel were commissioned to serve with and work for the Veterans Administration Volunteer Service. This program has grown to such magnitude in our V.A. Hospitals that funds spent each year by local Pup Tents has reached over a million dollars with around seven hundred and fifty thousand patients being visited. Approximately six thousand visits are made and 750,000 miles traveled.

“Honor Degree” of the Veterans of Foreign Wars

The Military Order of the Cootie has a national membership of approximately 24,000 Cooties. Over 700 Pup Tents are located in our nation and on foreign lands. A Pup Tent is the name assigned to a local unit of the order, while State units are termed Grand Pup Tents and the National Organization, the Supreme Pup Tent. Meetings are known as Scratches and officers designated as shavetails.

This is a brief outline of the make-up of the Military Order of the Cootie that has fun and invites you to join their ranks to be an “Honor Member” of the V.F.W. to help “Keep ‘Em Smiling in Beds of White.”

History of the
Grand of the Pacific

Honey Bucket Special - Pup Tent 1 was instituted in 1954 at the Yates-Gonzales VFW Post 9612 at Atsugi, Japan. Original members of Post 9612 were Navy Sea Bees constructing the Kamiseya Communications Station, but the area was generally referred to as Atsugi. Future Grand of Japan Commander Paul E. Newman was initiated into PT1 on 7 November 1954 as Cootie #52 while the Pup Tent Charter was still open.  Gecko - Pup Tent 9 was installed at Naha, Okinawa on 10 April 1956.  The 7th Far East VFW Convention was held June 25-27 1959 in Tokyo. A page from this Convention Book, signed by Supreme Deputy Chief of Staff James Mense, notes there were two active Put Tents in the Far East area, with possibilities at Itazuki, Japan and Okinawa In a page from the 8th Far East VFW Convention (Encampment) (4-6 May 1960) Book, Far East Supreme Officers James F. Kelly, Supreme Deputy Chief of Staff; Marvin A. Becker, Supreme Deputy Inspector; and Warren E. Stansbury, Supreme Aide de Camp extend their sincere greetings and best wishes for a successful Encampment@.  Post 9612 moved to Camp Zama on 23March 1962. It is most likely that Pup Tent 1 moved with the Post.
Historian’s Note: Evidently the Japan Pup Tents were meeting, as a group, prior to the formation of the Provisional Grand Pup Tent . A partial letter retrieved from the Supreme files, date unknown, indicates the Second Japan Military Order of the Cootie Joint Scratch was held on 26 April 1963. The Shavetails of Pup Tent 1 served as presiding Shavetails of the Joint Scratch. I think this Scratch culminated in the formation of the Provisional Grand of Japan. Those present included:

A Military Order of the Cootie Provisional Grand of Japan was established in April 1963. The first Scratch of the Provisional Grand Pup Tent was held in conjunction with the Far East VFW Department Convention at Yokohoma Prince Hotel, Yokohoma, Japan, 24-27 April 1963. The Grand consisted of four Pup Tents in mainland Japan (listed above).
A copy of the Supreme Charter for the Grand Pup Tent in the Fertile Hunting Grounds of Japan was issued on 12 June 1963, (a copy is located in the Grand Miscellaneous file). The four Pup Tents list above were named on the Charter.

- Grand Commander Elmer Matheke, members of the Grand of Japan, Japan VFW Posts, VFW Ladies Auxiliary, FRA and Marine Barracks, Yokohoma attended the Memorial Service for Cootie James McCarthy, Honey Bucket Special - Pup Tent 1, Cootie McCarthy was killed when an aircraft crashed into his GCA truck on 24 August. Cootie McCarthy was buried at Arlington National Cemetery.
- At the Fourth Grand Council of Administration, held on 19 December, at Carl H. Manson VFW Post 9794 in Yokohama.

- Kojiki Shiramis - Pup Tent 5 was installed on 27 December. PT 5 is located at Yokohama with VFW Post 9467. Seam Squirrel was PGC Paul Schumann.
- Survivals - Pup Tent 6 was installed on 16 January at Itazuki Air Base (former home of Butterfliers - Pup Tent 3). Seam Squirrel was Charles Black.
- At the Grand Council of Administration Meeting held at Tachikawa AB on 23 January 1965, Clarence J. Faser, PT4 was elected Senior Vice Commander and Howard C. Davis, PT2 was elected Junior Vice Commander of the Grand Pup Tent of Japan.
- Other vacancies filled at this meeting were Charles Snyuder, PT3, Grand Judge Advocate, James D. Cornman, PT2, Grand Chaplain, Norman J. Gravelle, PT3, GraND Historian and Lee E. Baker, PT2, Grand Council Member.
- Grand Commander Elmer L. Matheke announced the following appointments, Leroy J. Giggey, SS, PT1, Grand Adjutant, William J. Edwards, PT6, Grand Deputy Inspector, James D. Taylor, PT6, Grand Officer of the Guard and Ambrose M. Barselow, PT6, Grand VAVSR.
- Senior Vice Commander Faser is currently Supreme Deputy Inspector and is Past Seam Squirrel of Pup Tent 38, Grand of New Jersey. Junior Vice Commander Davis also served as a Grand Council Member, Adjutant and Editor of the Japan Rouse. He is also the Seam Squirrel of Torii Geisha Pup Tent No.2.
- The date for the 2nd Annual Grand Scratch was tentatively set for Saturday 8 May, to be held in conjunction with the V.F.W. Far East District Convention being held 5-7 May 1965 at the Astor Hotel in Yokohama.

- During the year, Chindonyasans - Pup Tent 7 was instituted at Misawa Air Base.
In 1966 the Military Order of the Cootie formerly came to the Pacific with the institution of the Grand of Japan and was comprised of Pup Tents chartered on Mainland Japan. A page from the 14th Far East VFW Convention Booklet has a letter by Supreme Commander Patrick McCaulla sending greetings to the Grand Pup Tent of Japan on the occasion of their 3rd Grand Scratch and in three short years becoming one of the leading Grand Pup Tents in Supreme.

- Grand Commander Millard Nixon passed away as he was assuming office. Grand SVC Commander Gale moved up.
- At a Grand Council of Administration meeting on 27 September, the following motion was made and passed.
* The Grand of Japan is in favor of consolidating the Grand of Japan with the Grand of Oki-Tai under the jurisdiction of a single Grand Pup Tent, known as the Grand of Pacific Areas.
* The Grand of Japan felt that in accordance with VFW By Laws, it is illegal to have more than one Grand Pup Tent in a Department and illegal for more than one Pup Tent to be under the sponsorship of a single VFW Post
* Any future Pup Tents will be formed under the jurisdiction of the Grand of Pacific Areas
On 22 July 1968, a second Grand in the Far East was instituted and that was the Grand of Oki-Tai. This Grand included Pup Tents chartered in Okinawa and Taiwan.
- In October, Cootie John W. Fox was named Supreme Far East Representative.

Until 1969 the Provisional Grand of Japan consisted only of Pup Tents on Mainland, Japan. Prior to that :Habu - Pup Tent 9, Naha, Okinawa

When the VFW Department of Pacific Areas was chartered in 1970, it immediately became necessary to consolidate the Grand of Japan and Grand of Oki-Tai into one Grand. VFW and MOC By-Laws provide that only one Grand Pup Tent may be authorized within one VFW Department. The Grand Pup Tent of Pacific Areas was approved, chartered and instituted in 1970 and included all Pup Tents chartered within the boundaries of the VFW Department of Pacific Areas.

A Special Grand Scratch was convened at the Post Home, Post 9794, Tachikawa, Japan on 28 March 1970. Grand Commander of Japan, Guy Gale opened the Scratch and surrendered the Chair to Supreme Commander Frank Brasch. Supreme Commander Brasch declared the Grand of Japan and the Grand of Oki-Tai dissolved.
- Supreme Commander Brasch subsequently declared the Grand Pup Tent of Pacific Areas
duly instituted at 1105, 28 March 1970.
* Supreme Commander Brasch installed the Grand Pup Tent of the Pacific officers for the remainder of the Cootie year.
* Supreme Commander Brasch had the following Cooties mustered before his station and presented them with Supreme Appointments as follows:

* Supreme Commander Brasch requested and received permission to go into a Fourth Degree Initiation Ceremony. The initiation was held, thereafter, Supreme Commander Brasch presented the proceeds to the Grand Pup Tent of Pacific.
* Supreme Commander Brasch read his certificate to install the elected or appointed Officers in the Grand Pup Tent of Pacific Areas for the 1970-1971 year.
* Closing ceremonies were held in accordance with the MOC Ritual. Supreme Commander Brasch declared the business session closed at 1445 hours.

- Grand Hospital Program – For the third consecutive year in a row, PT #303
placed first in percentage with 733.8%, and also dollar credits. PT 11,
although a smaller Pup Tent, came in second with 233.7%.
- 2004-2005 was a great membership year with an ending total of 661 members
for 102.6%. There was a gain of 17 members for the year. Pup Tent #7 was
cited for finishing first with 112%.

- It was reported by the Hospital Chairman that the 2005-2006 term marked the sixth consecutive term that the Grand of the Pacific exceeded the Supreme quota of 100%. This term marked a special milestone in that at the end of July 2006 Grand had exceeded all previous performance records with 162%. This also marked the first time in recorded history that all Pup Tents were at 100% or better.
- The 2005-2006 Membership year was a banner year for the Grand of Pacific in that a new membership record was established, with the Grand finishing at 106.7%. All Pup Tents ended the year at 100% or better. The Grand quota for new and reinstated members was 9, The Grand finished with a final tally of 46. That was 37 over quota. Pup Tent 1 led the way with 11 new and reinstated members and also with 6 Life Members recruited.

- Hospital Reporting had another banner year finishing at 171.6%. A new special
individual award was presented to Edward “Buck” Zehringer, of PT 7, who recorded over 200 visits during the term.
- Membership for the Grand finished at 101% for the year. All Pup Tents, less one, reached
100% or better.
- At the Supreme Scratch for year 2006-2007, the Grand was awarded a Grand Membership
Award for achieving 101%. The Grand was also awarded the Supreme Hospital Award and the Supreme Special Project Award (3rd Place). Additionally, two streamers for the Grand flag were presented for membership achievements.
- Grand Commander Teets was awarded his All-Star Hat.
